Creating a sustainable, competitive and equitable city

The ILRP does this by:

  • delivering housing diversity and affordable housing choice
  • balancing a sustainable supply of land with forecast demand to maintain an inventory of land in the planning, development and building pipeline
  • contributing to building a compact and efficient city and supporting sustainable growth by working towards 70 % of new housing within the existing urban footprint
  • supporting the development of a sustainable and resilient city in the landscape by promoting the efficient use of land and being responsive to change
  • supporting a sustainable and competitive land development and construction industry to create jobs for Canberrans and attract investment into Canberra
  • achieving satisfactory returns to the Territory Budget.

Land releases at a glance

Each year, the Environment, Planning and Sustainable Development Directorate (EPSDD) releases its latest ILRP report. This offers a snapshot of the ACT's population, the government's strategy for meeting housing demand as well as indicative land releases for the upcoming four years.

The goal of the program is to meet the housing needs of our population. But the ILRP is one part of a larger strategy for building healthy communities. The future supply of land and development in the ACT relies on contributions not only from the ILRP but through the release of land by the Commonwealth Government and through private development opportunities.

Where we come in

Stage 1

EPSDD carries out the early planning for land releases and then publishes the ILRP.

Stage 2

SLA plan the estates and precincts, build infrastructure for new suburbs, sell parcels of land, and connect communities through Mingle.

Stage 3

Once the suburbs are established, Transport Canberra and City Services (TCCS) manage public land and city services.

Why is it ‘indicative’

Land releases are complex. To help us stick to timelines as best we can, the ACT Government invests significant time and resources in preparing land for release,. This process involves working closely across all directorates to ensure all considerations are made. These will include ACT's:

  • infrastructure planning
  • land use planners,
  • land supply entities
  • environment and sustainability teams.
